What We Do

The staffs of the Department, guided by Vanuatu’s CC and DRR Policy, which are to coordinator, support and promote good governance and establishes clear priorities for future action. These will better deliver information on and assessment of climate change and disaster risks, and also building on existing systems and cultural heritage to improve Vanuatu’s resilience. Monitoring and evaluation of the department activities, projects and outcomes, capturing experience and lessons learned to inform planning and good practice that will drive better service delivery and implementation of Climate Change projects implementation and produce tangible & intangible materials.

Since the department was first established, the recruitment was the first to settle to begin with the work. Adaptation was the first officer to take the office followed by Adaptation & CCDRR Officer, later Monitoring and Evaluation and the Finance. The Director’s role is to overlook at the overall Management and institutional performance aligned to the compound roles and responsibilities of staffs to effectively undertake their functions. To strengthen the department resources and capacity to effectively deliver climate change services and manage projects. Moreover, to ensure transparency and accountability is complied with good governance & valuable approached. All decision made by the superior is always speaks at the high level obligations addressing the policy guidance and facilitation of CCDRR implantations. To make sure strategic decision making mush be channel through contemporary legislations and policy frameworks.

Therefore, a key priority for the Structural function is achieving resilient development across all levels and sectors in our small island nation, addressing the risks faced because of the potential impact of climate change and disaster. It is vital that the best use is made of human, natural and financial resources. This new Department of Climate Change is to provide the focal point for driving and delivery of these changes and programmes. Staffs are to ensure effective coordination and communication at all levels of government and across sectors and communities are crucial to operational implementation of millions of vatu of Climate Change funding. The six Provincial authorities and area councils, coordinated by the new Department, will also be supported to play key roles, in line with decentralization. Women and vulnerable groups including the elderly, disabled and youth will share in planning, decision making and community action.

To what we reiterate, is the creation of the Department of Climate Change that should not be regarded as a cost but rather an investment in a more resilient Vanuatu better placed to meet the challenges of Climate Change. This have become the main vision of setting this department.

Adaptation and Mitigation are the main drivers of the department responsible for coordination, provide support and assistance in collaborative work with stakeholders to report on the key outcomes and outputs delivered by projects and core partners.

Adaptation key tasks

Support and developed adaptation interventions for realistic assessment of climate change and potential climate change adaptation actions including frameworks/roadmaps for implantations. These leads to the integrate of CCDRR policies and actions into sectorial policies, initiative, programmes and budgets to support the implementation community based adaptation actions driven by communities and address vulnerable areas by assessments and risk profiling and mapping. The same methodologies apply to taken actions around loss and damage and ecosystem based approaches that links into vulnerability assessment across the whole of Vanuatu.

Mitigation key tasked

The key function of mitigation is to support the interventions of low carbon development for better realistic assessment of climate change mitigation actions into the NERM (national Energy roadmap) for implementation. Also engage with REDD+ to enhance Vanuatu’s status on natural resources through carbon mitigation opportunities to priorities the national green growth and low carbon development through MRV (monitoring, reporting and Verification) Tool.

Monitoring and Evaluation key task

To ensure effective monitoring and reporting and efficient management of department resources. To develop a framework and track progress of activities alignment with the Department Strategic plans and CCDRR Policies via national Sustainable development plan of the country. These will be integrated to M&E MRV system for climate change benefits. Working in collaboration with partners to integrate M&E programmes and project design across government agencies and stakeholder groups.

Finance and administration

The task is to look after all financial funding and oversees the administrations matters. One of the main task is to Collaborate with relevant stakeholders to identified proper mechanisms to allocate funding’s into budget for climate change activities internally and externally as channel through existing government financial system. Also establish national funding’s for climate change which proposed new project proposals. Also to ensure national climate change implementation entity are accredited through GCF funding systems.

Procurement

To coordinate and managed the process of acquiring goods, works, and services covering both acquisitions from third parties of from in providers. It involves options, appraisal and the critical 'make or buy' decision. Also differs from purchasing in that purchasing merely reflects the act of acquisition, while procurement encompasses more elements of the supply chain (logistics, transportation etc.). The main objectives are to Monitored supply markets and trends and interpreting the impact of these trends on company strategies, Identifying the critical materials and services required to support company strategies in key performance areas, particularly during new product development and supporting the organization's need for a diverse and globally competitive supply base.

Communication, Outreach and Partnership

To communicate with relevant stakeholders to strengthen continue communications, and enable partnerships through collaborations and establish of media release and newsletters. Develop a communication strategy which will support climate change communication and outreach initiatives with relevant stakeholders.
